Is tagging someone make it so they show up in searches to or no?
and Is there a way to see if anyone I know tagged me in pictures?

Tagging is only for images, not for people.
Are you talking, perhaps, about making someone a contact?
Showing up in searches is controlled by the individual. They can have their images and/or their profile hidden from searches.

You can tag your photos anyway you like, including with someone's screen name. It doesn't work like Facebook tagging, though -- nothing appears in *your* account when someone does this. So the only way to know if someone has added a tag with your screen name or real name in it is to do a search on Everyone's Photos (which won't include private photos, unreviewed new accounts, or anyone who has chosen to have their photos non-searchable).

Actually, there's an unofficial way to tag people in photos too, with "flickr:user=username", along with Greasemonkey scripts to make it easier to tag and see who's in a photo, and you can subscribe to an RSS feed to see who's tagging you.
Of course, you have to get your friends to start using those tags if you want it to work.
