Just set up a new public group. Can't add my photos

If your group is only allowing safe photos and your account has been reviewed as other than safe (or you haven't been reviewed at all) then you may have trouble. What does it say at the top of your account page?

Hm. I found the new group, and your public photos are all safe, and I can't see any reason for this other than that maybe the databases/servers/whatever hadn't quite sorted out the details of the new group yet. I'd just give it a bit longer and try again.
